 Radar on lifeguards at aber

If you have wondered why they have fitted a radar to the lifeguards at aber , wonder no more
They are doing a survey of boat movements in Swansea bay as part of the impact access meant for the tidal power lagoon . I've seen the list of potentially affected parties , every one and his dog except kite surfers !
Even sup and surf governing bodies are being consulted .
I'm trying to get the BKSA added to that list

Wait a minuet.......... lagoon = no tide = no waves?

and no beach to launch/land from and surrounded by concrete blocks?
